What to do when transport gets stuck at the terminal? A step-by-step guide

The driver calls at 4:12 AM. He's standing at the terminal in Dorohusk, and the customs officer has just questioned the commodity code in the declaration. The clock is ticking; every hour of downtime is a real financial loss and a risk of breach of contract. The numbers don't lie: an error in a single document can stop goods worth 142,000 PLN for several days.

The first 15 minutes: Document verification

When you receive a signal about a blockade, don't immediately call the customs agency with complaints. First, open the folder with copies of the documents that went with the driver. In 67% of cases we analyzed at Lublin Union GR & Audit last quarter, the problem was a lack of consistency between the invoice and the goods specification. Check the net weight carefully. If the invoice says 1240 kg and the bill of lading says 1248 kg, the customs officer has every right to stop the transport for clarification.

Prepare scans of all certificates of origin and technical documents. It often happens that the customs system rejects a declaration due to the lack of a single attachment that no one mentioned during loading. In March 2024, we saw a situation where a transport of 14 pallets of spare parts stood for 3 days because an asbestos-free declaration was missing. Contact the driver and ask for a photo of the stamp or notation that the customs officer made on the paper documents. This is key information. Communication with the Customs Office

A conversation with a customs officer is not a commercial negotiation. What matters here are specifics and the letter of the law. If transport is stuck, your goal is to obtain a case number or a specific reason for the detention. At Lublin Union GR & Audit, we recommend that all communication take place via email or through official systems, even if you know someone at the terminal. Documentation is your safeguard. In 2023, we conducted an audit for a company from Lublin, which, thanks to an email archive, avoided a fine of 12,400 PLN.

Avoid fluff and asking for mercy. The customs officer is performing their job according to procedure. If the reason is a physical inspection, ask for the estimated time the trailer will be opened. Usually, the queue for the inspection ramp lasts from 3 to 7 hours, depending on the terminal's workload. Remember that on Mondays and Tuesdays, traffic is usually 24% higher than on other days of the week, which directly translates into the response time of the services.

If the problem concerns the customs value of the goods, prepare proof of payment for previous batches of the same assortment. This is the most effective argument. Presenting a bank statement from May 14, 2024, confirming a transfer for identical goods, cuts 89.1% of discussions about value underestimation. Be professional and calm. Emotions at the terminal only worsen the situation and can lead to a more detailed inspection of the entire load.

Every day a truck is parked at the terminal costs around 250-450 euros. On top of that, there are parking fees, which at some crossings amount to 83 PLN for each started day. If you see that the matter will not be resolved within 4 hours, start counting the money. Often, it is cheaper to withdraw the declaration, fix the errors, and send the transport again than to wait for an administrative decision that could take 11 business days.

We calculated that paying for the re-preparation of T1 documents cost them 800 PLN, while waiting at the terminal would have generated a loss of 5600 PLN in logistics alone. Check the contract with the freight forwarder. Do you have provisions there for fee-free time at the border? Standard is 24 hours, but many small transport companies only give 12 hours. After that, the meter runs mercilessly. If the transport is stuck due to the documentation you provided, you will have to cover these costs. They operate on a mass scale, processing hundreds of declarations a day. You know your goods best. Make sure the descriptions on the invoice are clear and leave no room for doubt. Instead of writing 'metal parts', write 'hardened steel bolts for mounting roof structures'. Precision is your friend. If the goods are subject to sanctions or restrictions, you must have an end-user statement. The lack of this single piece of paper is a guaranteed stop lasting at least 72 hours, until the services verify the recipient in their databases.

The rule is simple: the fewer questions a customs officer asks after looking at the documents, the faster the vehicle will pass through the terminal.
